Bonus spesa: 542 i furbetti scoperti dalla Guardia di Finanza

La Guardia di Finanza di Caserta ha scoperto 542 ‘furbetti del bonus spesa’ in quella che è stata definita operazione ‘Piranha’. Tra loro anche 80 pregiudicati. Nelle ultime settimane i Reparti dipendenti dal Comando Provinciale della Guardia di Finanza di Caserta hanno ultimato i controlli sulla veridicità di migliaia di autocertificazioni presentate dai soggetti che hanno beneficiato dell’elargizione dei “bonus spesa Covid-19” da parte dei principali enti locali della Provincia di Caserta.

Il raffronto analitico tra i singoli dati dichiarati e quelli risultanti dalle banche dati in uso al Corpo ha permesso così di scoprire ben 542 “furbetti” che, dichiarando il falso, hanno ottenuto illegittimamente il contributo straordinario, in realtà destinato alle sole famiglie in evidente stato di bisogno e maggiormente colpite dagli effetti economici derivanti dall’emergenza sanitaria, con priorità per quei nuclei familiari che non risultassero percepire alcun altro sostegno pubblico.

Dopo la pubblicazione dell’ordinanza del Capo del Dipartimento della Protezione Civile con cui venivano assegnati ai comuni italiani i fondi per aiutare le famiglie più bisognose ad acquistare generi alimentari e prodotti di prima necessità, i Reparti territoriali della Guardia di Finanza hanno avviato delle mirate interlocuzioni con le principali amministrazioni comunali della propria circoscrizione per capire quali fossero stati i requisiti scelti per la formazione delle graduatorie necessarie per l’assegnazione di tali risorse e se, sulla base di tali criteri selettivi, potessero essere svolti dei controlli speditivi sulla correttezza delle domande presentate al fine di evitare che tali stanziamenti finissero nelle mani di soggetti non aventi in realtà titolo per ottenere questi aiuti di carattere eccezionale.

Ebbene, pur nella diversità delle scelte operate dai singoli Comuni circa i requisiti di base utili a stilare le graduatorie e pur nella diversità delle stesse procedure, più o meno formali, di assegnazione, sono state passate al setaccio circa 10mila domande relative a 20 tra i Comuni più popolosi della provincia. In alcuni casi, poi, sono stati gli stessi enti locali a inviare alla Guardia di Finanza, per le verifiche di competenza, il bando di assegnazione e l’elenco dei beneficiari, mentre in altri casi è stata selezionata solo una parte degli assegnatari sulla base di alcuni indici di maggior rischio di irregolarità (ad esempio le autocertificazioni attestanti il mancato possesso di alcuna forma di sostentamento reddituale del nucleo familiare).

Nel concreto, l’attenzione delle Fiamme Gialle si è poi concentrata in primo luogo nella verifica dell’effettiva mancata percezione di altre forme di sostegno pubblico, quali reddito di cittadinanza, indennità di disoccupazione, trattamenti pensionistici o comunque del possesso di altri redditi superiori a determinate soglie di valore, più o meno scaglionate secondo la numerosità del nucleo familiare, che in molti bandi costituivano condizioni ostative per l’ottenimento del buono spesa. All’esito di questa prima tornata di verifiche, quindi, le irregolarità accertate sono state complessivamente 542, per un importo complessivo illecitamente percepito che supera i 100mila euro.

In più di 400 casi le dichiarazioni false hanno effettivamente comportato l’assegnazione di un buono spesa in realtà non dovuto, mentre in un centinaio di casi i richiedenti hanno dichiarato il falso solo per avere titolo preferenziale nell’assegnazione, senza poter sapere che, anche dichiarando i dati reali, avrebbero ottenuto in ogni caso il contributo, atteso che alcuni comuni sono riusciti a soddisfare tutte le istanze ricevute o comunque hanno deciso di distribuire le risorse “a pioggia” non prevedendo requisiti reddituali particolarmente selettivi.

Complessivamente 333 soggetti sono stati sanzionati con un’ammenda amministrativa da 5.164 a 25.822 euro nel limite del triplo del beneficio conseguito, mentre altri 131 richiedenti sono stati denunciati penalmente all’Autorità Giudiziaria per falso in atto pubblico. Tra tutti i soggetti sanzionati 80 di questi sono risultati gravati da precedenti di polizia, anche per gravi reati. Ben 416 le segnalazioni inoltrate agli enti locali erogatori per la successiva revoca del beneficio.
I controlli stanno continuando tutt’ora con riguardo ad alcuni Comuni che hanno consegnato con ritardo la relativa documentazione e, in alcuni casi specifici, le verifiche delle Fiamme Gialle casertane si sono estese anche alla correttezza delle graduatorie stilate dai funzionari responsabili dei relativi procedimenti amministrativi. L’attività svolta costituisce un’ulteriore dimostrazione della costante attenzione del Corpo della Guardia di Finanza affinché le elargizioni pubbliche di carattere sociale pervengano alle famiglie effettivamente bisognose e non siano distratte dalla loro naturale destinazione a causa di condotte fraudolente o di abusi commessi dai pubblici ufficiali responsabili della loro distribuzione sul territorio, posto che l’indebito accesso a benefici assistenziali da parte di chi non ne avrebbe titolo aggrava l’iniquità sociale e pregiudica l’efficacia dell’intervento di finanza pubblica.
