Una lunga lettera quella inoltrata al presidente della Provincia di Caserta Giorgio Magliocca da Giuseppe Serulo, componente della Commissione Nazionale della Federazione Ciclistica Italiana. L’argomento sotto ai riflettori sono le piste ciclabili, l’idea bicibus e la valorizzazione dei percorsi turistici e paesaggistici in bicicletta.
“Esimio Sig. Presidente, Caro Giorgio,
la pausa forzata di questi mesi ha avviato una profonda riflessione sul concetto di interazione di tutti noi con il mondo, non solo dal punto di vista delle relazioni sociali, ma anche e soprattutto del complesso rapporto con l’ambiente e con la salute. L’incentivazione, anche attraverso misure economiche e politiche di sostegno pianificate, ha portato all’attenzione del grande pubblico l’importanza di quello che è da sempre considerato un veicolo semplice, economico ed ecologico: la bicicletta! Compagna di vita fin dall’infanzia, presente in maniera influente nell’immaginario collettivo
e nella storia dello sport soprattutto del nostro Paese, la bici può essere considerata un mezzo di trasporto e una delle soluzioni principali per risolvere i problemi della mobilità urbana ed extraurbana. Uno strumento moderno e salutare per tutti. Alla luce di queste considerazioni, oggi più che mai attuali, la riflessione del mondo politico e dell’opinione pubblica
dovrebbe convergere nella ricerca di soluzioni efficaci e in linea con le richieste dei cambiamenti. Al riguardo, serve una politica coraggiosa che abbia l’ambizione e la volontà di realizzare servizi moderni e adeguati, come possono essere le piste ciclabili a carattere escursionistico. Questa sorta di esperimento, già collaudato in altri Paesi, prevede la
creazione di infrastrutture prevalentemente extraurbane, spesso dislocate in ambienti di bellezza paesaggistica, storicoculturali e naturalistico e destinate soprattutto al cicloturismo e al tempo libero. La realizzazione di tale opere contribuirebbe ad operare un profondo ripensamento almeno di due aspetti della nostra vita: darebbe sicurezza a chi va in bicicletta e costituirebbe un contributo essenziale per l’abbattimento dell’inquinamento. Le piste ciclabili a carattere escursionistico, oltre a rappresentare un serio e concreto intervento a favore della salute e della tutela ambientale, diventerebbero un’opportunità importante per lo sviluppo e la crescita commerciale e turistica e, di conseguenza, anche un volano occupazionale. Di qui alcune semplici proposte come, ad
esempio, creare un itinerario di interesse storico-culturale ed un itinerario sul litorale per tutelare la sicurezza dei villeggianti soprattutto in alta stagione come esiste in varie regioni d’Italia o anche pensare a strategie efficaci per incentivare e promuovere l’uso della bicicletta, perché pedalare è un beneficio per la salute e l’ambiente. Sperimentazioni di politiche collaudate in tal senso ci vengono da alcune regioni italiane, prime fra tutte l’Emilia Romagna, che operano da anni attraverso progetti ed incentivi per la tutela ambientale. Un esempio fra tutti, la diffusione della pratica del “bicibus” per andare a scuola. Insomma un’opera di civiltà e modernizzazione che farebbe bene alla nostra amata Provincia, servirebbe a rendere ordinario ciò che oggi è straordinario. In Europa ce ne sono tante.
Sarebbe opportuno, convocare un tavolo tecnico-politico con i Sindaci di Terra di Lavoro e valutarne la possibilità di realizzazione. Certo della Tua considerazione ed interessamento, t’invio cari saluti.
